Location: Greenbelt, Maryland, Requisition Number: 88765: This position is contingent upon the award of the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) contract to the SSES Business Unit of SAIC. NASA is conducting a Millennia contract task order competition for the operation of the NASA Center for Computational Sciences (NCCS) at GSFC in Greenbelt, Maryland. JOB DUTIES: Oversees and coordinates the operational aspects of a high performance computing contract representing approximately 30 FTE and significant purchasing and systems integration responsibilities. Assesses issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms and action plans for monitoring progress, quality control, intervention, and problem solving. Integrates all functions and activities necessary to perform the project/program to meet customer requirements and expectations. Directs personnel, manages cost, schedules, ensures contract compliance and serves as the primary customer interface. Monitors project to ensure scope of work, schedule, and budget are well defined and maintained. Variables in determining contract complexity include technology used, schedule requirement, cost, contract complexity, risk, number and complexity of subcontractors, and customer complexity. Relevant experience must demonstrate that the candidate has the leadership, project management, technical abilities, and skills in staff development and customer relationships, necessary for building and sustaining program performance. Experience must demonstrate abilities in tracking, analyzing and responding to organizational financial metrics, and possess ability to interact successfully within senior corporate and customer organizational elements. Essential job functions include: • Maintain and enhance sound, positive customer relations through frequent communication, applying a comprehensive understanding of customer needs, application of sound analyses, application of good practices, and outstanding communications (verbal and written). • Monitor and control project budgets. • Develop and implement project goals and objectives. • Manage staff and allocation of resources. • Focus on critical work initiatives and routine coordination of key activities, milestones, and deliverables to ensure results are achieved. • Provide strategic planning and development of the annual business planning for the project. • Interact routinely with key customers and clients in order to address and resolve complex challenges. • Offer flexibility and broad responsiveness, including participation in customer and corporate strategic and tactical program management and planning efforts. EXPERIENCE: Minimum of 5 years related experience in supercomputing/high performance computing programs with four years experience in a senior systems/project management capacity for a high performance computing facility. Demonstrated experience in managing and controlling complex information systems architectures; managing system administration, security, operations, hardware and software acquisition and maintenance, and configuration management functions; and with high performance system hardware and system application software. Demonstrated experience in a high performance computing environment where research scientists are system users is required. Requires ability to manage employees performing technical integration of best practices, supercomputing and storage systems, networking and communications, user services, facility operations, IT security, and application services and tools. Requires extensive and frequent use of creative and applicable practices, procedures, and policies and an ability and willingness to perform in critical deadline situations. Ability to identify complex problems and review related information to develop and evaluate options and implement solutions. Ability to work in a high demand/volume work environment with changing priorities. Position requires a strong, demonstrated background in financial tracking and reporting for government contracts. Experience working with the NASA and interfacing with supercomputing users a definite plus. Position requires the ability to manage employees; includes hiring, development, and retention. Individual will be responsible for identifying personnel requirements and allocating personnel among multiple projects. The ideal candidate must have very strong organizational and time-management skills. This position requires the ability to monitor multiple short-term projects with various overlapping schedules while communicating with multiple customers. Strong computer skills and experience in using software program(s) for tracking multiple programs, data, financial status, and logistics a must. Position requires strong interpersonal skills and an ability to interface with all levels of employees in the organization to include customer one-on-one interaction. Individual must have excellent communication and presentation skills as well as experience presenting to a group setting. DESIRED SKILLS: Experience with project management or functional management of work contained within technical or scientific environments is desired. Project Management Institute’s Project Management Professional (PMP) certification desired. EDUCATION: A minimum of a Bachelor of Science degree in computer science, information technology, or in a related engineering discipline is required. An advanced degree in any relevant technical IT discipline is highly desired.
